Nadakacheri Overview
Services like caste, residency, social security, and income certificate issuing services were earlier implemented at the taluka level in the Karnataka state. People have to visit the taluka office along with a written application of the desired service and necessary documents required for that service. The application will be manually processed and verified by the officials, and Tehsildar will issue a manual certificate at the taluka office. The whole process is expensive as well as time-consuming for the citizens of Karnataka State.
In 2006, the e-Governance Department of Karnataka state announced that it would provide all these services by RDS (Rural Digital Services). RDS is the first digital service to be implemented in India. The main aim of the RDS is to reduce the gap between government and citizens and to provide government services speedier and at affordable prices. To implement RDS, the Nemmadi Project was launched, and 800 centers were created in the main points of the districts. Telecenter’s main function is to provide government services such as a copy of RTC to the farmers, applying for Social security schemes, issuing a Caste certificate, income certificate, and 29 different functions. Applicants have to submit the written application with the necessary documents at the nearest telecenters, which will result in the saving of time and money of applicants. The operators of telecenters will then process the application and necessary documents digitally to the taluka office. Officials will verify the documents and will issue the required certificate. The telecenters will provide the printed certificate to the applicants.
The program was successful in serving the large No. of people, but there are also some drawbacks as there was no coordination between private operators and the revenue department. Many functional problems, such as fewer human resources in telecenters, power backup failure, software, and logistics problems, arrived. So in 2012, the Karnataka government decided to transfer the project to the Revenue Department. They provide revenue services to the citizens by the centers named Atalji Janasnehi Kendras.
Each Atalji Janasnehi Kendra is set up with a Deputy Tahsildar, Case Laborer, Operator, and an Attender, with a Village Accountant and Revenue Inspector, kept on hold, every one of whom has received fundamental Nadakacheri software training. High-end computers, biometric devices, printers, and other necessary goods supplied to each Atalji Janasnehi Kendra. The local hardware consultant and dedicated helpline are also assigned to Atalji Janasnehi Kendra.
